Science Homework Help. I need help with this synthesis question.

Hello. I need help with the mechanism for this reaction. The main reactions we have covered are alkyne addition reactions. Please let me know what reagents you are using so I can follow along and study. Alkyne additions and reduction reacts are mainly the mechanism possibly that yield the reaction, or a combination of alkene reactions as well. For synthesis, we learned how to move groups around. However, I am not sure how we went from a C double bonded to oxygen to a tertiary alcohol (maybe H3O+?), but I was confused on the primary alochol (OH) as well. Nothing happens to it since its still in the final product. I was thinking of using TsCl, Pryidine/NaOET to get elimination, and get rid of OH, and then use H3O plus to get the tertiary alcohol, but the primary OH is still in the final product so I am confused.
